PROBLEM TO BE SOLVED: To surely and completely block the end part of a passage of a particu late filter. SOLUTION: An exhaust emission control apparatus is provided with the particulate filter 22 for collecting fine particles in exhaust gas. The particulate filter has partitions 54 forming a passage. The partition is made from a porous material. The end parts of the partitions are bundled so that the tip parts of the partitions are brought into contact with each other. While the tips in contact with each other are calcined, the end parts are joined to each other at a prescribed joining strength in the end part region to completely block the end part opening of the passage. The joining strength of the partition at the joining region is increased compared to a prescribed joining strength.
