PROBLEM TO BE SOLVED: To provide a sludge treatment apparatus and a sludge treatment method capable of treating sludge with high efficiency and capable of suppressing heat loss or the generation of an offensive smell in solubilization treatment to reduce an operation cost or an equipment cost and capable of eliminating the generation of excess sludge or at least reducing the volume of excess sludge. SOLUTION: In a sludge treatment tank, oxygen-containing gas is blown into organic sludge to form an aerobic atmosphere and organic sludge is solubilized by biological action of thermophilic microorganisms at a high temperature of 45-75 deg.C. This sludge treatment tank is formed as a hermetically closed structure. The sludge treatment apparatus is provided with the sludge treatment tank, an air diffusion means for blowing oxygen-containing gas into the sludge treatment tank and a gas circulating means for circulating the gas of a gaseous phase into a liquid phase through a gas circulating flow passage communicating with the liquid phase from the gaseous phase in the sludge treatment tank.
