PROBLEM TO BE SOLVED: To provide a germination-suppressing material capable of suppressing germination of plants such as weeds and the like by effectively using sludge discharged in a large amount and provide a germination-suppressing construction and a method for suppressing germination. SOLUTION: This germination-suppressing material is produced by adding a sludge-solidifier containing calcium oxide to the sludge. This germination- suppressing material is laid in a layer state having a thickness W on the surface M part of a ground of an objective point P. When the laid surface 8 is pressed, the laid layer is compressed to be a water impermeable layer having >=ca.10<5> coefficient of permeability and a laid product 7 is formed on the surface M part of the objective point P for suppressing germination. Germination and growth of a large number of weeds such as bamboo, ferns, Japanese pampas grass, grass family and the like are suppressed for a long period.
