PROBLEM TO BE SOLVED: To provide a snow melting apparatus with a mixing apparatus for stirring a liquid and melting snow without necessitating a mechanical driving source such as propeller. SOLUTION: The stirring apparatus 10 or the snow melting apparatus is provided with a cylindrical tank having an inside diameter D. Water in which a liquid to be stirred or a snow lump to be melted is charged is housed inside the tank and a 1st nozzle is arranged at a depth H1 from the liquid surface or the water surface. The H1/D of the depth H1 to the inside diameter or an inscribed circle diameter D is 0.3-1. The snow lump in the cylindrical tank 12 as the snow melting tank is stirred and efficiently melted by blowing a gas or a liquid from the 1st nozzle at a flow rate Qa equal to or above a flow rate satisfyingρLQa<2> /(σLD<3> )=10<-5> (ρL expresses density of the liquid or water andσL expresses surface tension of the liquid or water).
