PURPOSE: A water-soluble gel-type skin lotion composition containing a polyacrylamide-based water-soluble high polymer is provided which has an excellent feeling upon use without stickiness, provides the benefits of long lasting fragrance and has an excellent skin stability as well as excellent moisturization capacity. CONSTITUTION: The skin lotion is characterized in that it contains 1 to 10 parts by weight of polyacrylamide-based water-soluble high polymer, 10 to 30 parts by weight of hydroxypropyl beta-cyclodextrin and 0.1 to 20 pars by weight of a base containing 60 to 89 parts by weight of oil selected from the group consisting of silicon oil, fluorine-based oil and a mixture thereof, based on the total weight of the composition and has a viscosity of 2,000 to 20,000cs.
