PURPOSE: An apparatus and a method for detecting a defect and controlling steering are provided to detect a defect generated in the edge of a belt and exclude the defect from belt position calculation, thereby reducing a deviation in detection of a belt position. CONSTITUTION: A printer has a photosensitive belt(40) that is rotatably supported by a roller driving system driving at least two rollers. Both ends of the photosensitive belt are combined with each other to form a closed line. A defect detection device(41) includes a light-emitting unit(41-1) placed at the top of the photosensitive belt to emit lights, a light-receiving unit(41-2,41-3) located at the bottom of the belt to receive the lights emitted through the photosensitive belt, and a defect detector for comparing output information of the light-receiving unit with a predetermined reference value to measure defect position information of the photosensitive belt.
