PURPOSE: An apparatus for converting a data transmission rate is provided to convert the data transmission rate using a DPRAM(Dual Port RAM). CONSTITUTION: The first transmission rate data receiving unit(10) receives a reference clock and serial data synchronized to a frame synchronous signal from the first transmission rate data bus, and extracts necessary clocks and data from the first transmission rate data bus. A DPRAM(50) stores the data, and stores data read by the second transmission rate data bus. A receiving data control unit including an address control unit(20), a receiving address generating unit(30), and a receiving data generating unit(40) generates a control signal, an address, and receiving data for recording data in the DPRAM(50). The second transmission rate data transmitting unit(80) transmits the data to a data transmitting device with the second transmission rate. A transmitting data control unit including a transmitting address generating unit(60) and a transmitting data generating unit(70) generates an address of the DPRAM(50) and data necessary for reading data necessary for the second transmission rate data bus from the DPRAM(50).
