PROBLEM TO BE SOLVED: To improve the security of a system utilizing a non-contact type data transmitting and receiving body by making a portion of an antenna unit remain on an adherend body side and making the antenna unit itself remain on the adherend body side to cause function destruction and structure destruction of the transmitting and receiving body when the non-contact type data transmitting and receiving body is stripped from the body to be adhered. SOLUTION: A first sticking layer 7 on one face of a base material is made to be a non-adhering part 11 which is disposed at at least one part within an antenna unit correspondence area 10 and does not have adhesiveness and a adhering part 12 disposed on the one face of the base material except the area of the non-adhering part 11, the antenna unit 6 is arranged on the antenna unit correspondence area 10 in the first sticking layer 7 while making at least a portion of the antenna unit 6 correspond to the non-adhering part 11, and a second sticking layer 8 is overlapped upon the first sticking layer 7 so as to cover the antenna unit 6.
