PROBLEM TO BE SOLVED: To improve the efficiency of program development by making the development environment and execution environment of a program coexist. SOLUTION: A computer system 3 is provided with an editor part 32 including a ladder editor 32a for preparing a ladder program for controlling the operation of input/output equipment 4 or the like with a PLC 2 and an image preparation editor 32b for preparing image data functioning as a program for display for performing the display of the operation of the input/output equipment 4 or the like and operation input in a programmable display device 1. Also, the computer system 3 is provided with a run time part 33 including a control run time part 33a for executing the ladder program and a display run time part 33b for executing the image data. Thus, in the computer system 3, the program prepared in the editor part 32 is executed in the run time part 33. Consequently, the program is debugged without downloading the program to the programmable display device 1 or the like.
