PROBLEM TO BE SOLVED: To provide a maximum transmission capacity at present for a commu nication requesting subscriber terminal even while the number of subscriber terminals within a base station's communication area varies for a short time. SOLUTION: A radio base station 100 periodically sends a base station ID to subscriber terminals 200 in a communication area or periodically polls registered subscriber terminals 200, thereby specifying or estimating the number of subscriber terminals. It determines a required number of communication channels from the subscriber terminal number, determines a required number of multiframes and the transmission capacity from the communication channel number, and changes the radio frame configuration according to the multiframe number. It allots the communication channels to those registered subscriber terminals requesting communication, and informs them of radio frame configuration information and communication channel allotment information.
