PROBLEM TO BE SOLVED: To realize priority connection in a network system, having an the time connection functions. SOLUTION: The network system, having all the time connection functions is provided with a function for collecting history information, with respect to communication corresponding to a user, or a function for managing attribute information of the user, and a function of measuring an operating rate of a relay line or a processor. When the operating rate of the relay line or the processor reaches a prescribed value or more, or the system approaches the busiest time, the system works reference to communication history information or attribute information of the user, requesting an access so as to execute or restrict the access request. Thus, the system can provide priority access service to users, who do not use the system frequently or to priority users who pay a high basic charge.
