PROBLEM TO BE SOLVED: To output a stream which is decoded to an image signal of black, together with a base band signal showing an image of black, when a significant video signal is not outputted. SOLUTION: A regenerated signal from a tape 516 is turned into an MPEG stream via an amplifier 517 and an ECC decoder 518, inputted in one input end of a switch 534, and supplied to a black stream producing circuit 550 in which a non-signal state of a stream is detected with a non-signal detector 530. During a non-signal period, the switch 534 is controlled so as to select the other input end, and a black stream for displaying black is generated with a stream generator 531. The black stream is inputted in the other input end of the switch 534, introduced to a stream output end 519 via the switch 534, demodulated with an MPEG decoder 520, and turned into a base band signal which is introduced to an output end 521.
