PROBLEM TO BE SOLVED: To enable image encoding with high efficiency when image data containing a region needing different resolution levels are encoded, and perform encoding which produces a code sequence capable of specifying a target resolution region in an early stage, when encoded image data sre decoded. SOLUTION: A region determining part 102 produces a flag, on the basis of high resolution region information inputted from a high resolution region information inputting part 101. A high resolution image inputting part 103 and a low resolution image inputting part 104 read high and low resolution region images on the basis of the flag. A discrete wavelet converting part 105 applies two-dimensional discrete wavelet conversion to the high resolution image. A coefficient synthesizing part 106 performs synthesis of low frequency subband of the high resolution image and the low resolution image. A discrete wavelet transform part 107 applies the two-dimensional discrete wavelet transformation to the synthesized subband. A bit plane encoding part 108 produces the code row.
