PROBLEM TO BE SOLVED: To provide an actuator which does not require flat piezoelectric elements to be laminated, has a simple structure, is manufactured through a small number of manufacturing processes, does not require adhesive agent used for a bonding process, and adapts a non-resonant ultrasonic motor of high efficiency. SOLUTION: Drive legs each formed of a cylindrical piezoelectric element 20 are utilized, a common electrode 22 is formed on the inner surfaces of the piezoelectric elements 20, and drive electrodes split circumferentially are formed on the outer peripheral surface. A movable part is sent by the use of a combination of expansion and contraction of the piezoelectric elements 20 when the same voltage is applied to the drive electrodes 23 and the curvature of the piezoelectric elements 20 when a voltage of opposite polarity is applied to the drive electrodes 23.
