PROBLEM TO BE SOLVED: To generate a large quantity of minus ions with higher density starting from a cluster of water containing persistent minus ions. SOLUTION: An electrode is arranged at a part for generating the cluster of water containing minus ions using Lenard effect of cyclone method or nozzle jet method to apply high voltage on the electrode.
