PROBLEM TO BE SOLVED: To provide an information notice system that can be designed and developed easily. SOLUTION: In the information notice system provided with an application 101 for providing an information notice service, an exchange 102 that is connected to the application via a first network 106, and a communication terminal 105 that is connected to the exchange 102 via a second network 104, call control for two-way communication or message transmission with respect to the processing accompanying the control is conducted between the application and thee exchange via the first network by means of a message described on text basis. Since a communication system or an information notice system can be built up on the basis of a text-based message easily handled by a user for system design, the user can easily design and develop the system.
