PROBLEM TO BE SOLVED: To tighten or loosen a bolt, nut or the like disposed in a part without any straight space, a very narrow part, a complicated part or the like. SOLUTION: A pair of right and left handle bars (7) and (9) are fitted to a handle base part (1) in an opening/closing manner, ends (11a) and (13a) of turning arms (11) and (13) are turnably fitted to each handle bar, and a wire supporter (23) is connected between the other ends (11b) and (13b) of the turning arms so that the wire supporter performs the straight reciprocation motion when the right and left handle bars are opened/closed. One end of a flexible wire pipe (25) is fitted to the handle base part, one end (27a) of a flexible wire (27) is fixed to the wire supporter, the wire is passed through the handle base part and the wire pipe, and the other end (27b) of the wire is connected to a wrench (31) having a ratchet with a fitting part (29).
