PROBLEM TO BE SOLVED: To provide a filling and packaging apparatus which can well carry a film without requiring troublesome manual adjustment of braking force for the carrying of the film and a method for controlling it. SOLUTION: The filling and packaging apparatus includes a vertical seal mechanism 5 for drawing a film F, first and second braking means K3 and K4 for adjusting tension of the film F from a film roll 1A to the mechanism 5, a rotation detecting means K1 for detecting the transfer of the film F, and a controlling means K2 for calculating a measurement value comprising transfer speed of the film F based on detection signals from the detecting means K1, comparing the measurement value with a reference value comprising predetermined reference feed speed, and determining a transfer state of the film F according the comparison results to control the first and second braking means K3 and K4.
