Optical circuits (102) are disclosed having a waveplate (120) intersecting curvilinear optical waveguides (114) in order to mitigate polarization dependence. The waveplate (120) is offset (134) from the center or midpoint (130) of the waveguides (114) such that the intersections of the waveplate with the waveguides result in little or no back-reflection, while also providing polarization independent operation. Also disclosed are methods for fabricating optical integrated circuits.
