The winding device includes a holder (20) for the roll of film (24), a guide for the film (26) unwound from the roll, a press roll acting against the guide in order to tension the film, a first brake connected to the press roll, a second brake which can be pressed against the first brake in order to tension the film, and a clamping device for pressing the two brakes together. The clamping device has a lever which can be actuated to provide a certain braking force when in a braking position. An independent claim is also included for the braking device.
