PROBLEM TO BE SOLVED: To efficiently and easily from a rubber sheet wherein a part of staple fibers are oriented in a thickness direction. SOLUTION: The rubber sheet manufacturing method includes a raw sheet molding process S1 for extruding a stable fiber compounded rubber to mold a raw rubber sheet GO wherein staple fibers(f) are oriented in a extrusion direction, and a needle thrusting process S2 for allowing needls 10 to pierce through the raw rubber sheet GO in a thickness direction to thrust them in the raw rubber sheet GO to orient a part of the staple fibers(f) in the thickness direction.
