PROBLEM TO BE SOLVED: To provide a heat-insulating structure capable of stably maintaining predetermined heat-insulating efficiency for a long time by ensuring a shielding property while drastically reducing the construction labor and the construction cost and securing safety of the work. SOLUTION: Upper and lower lifting and lowering bodies 10 and 18 capable of being integrally lifted and lowered along a surface 20A of a concrete outer tank 20 in a low temperature liquefied gas storage tank are integrally lifted along the surface 20A. A liquid-tight and airtight sheet like liner 5 constituted by reinforcing liquid-impermeable and flexible metal foil or light-metal foil 5A with a glass fiber fabric or a chemical fiber fabric 5B is delivered and bonded by resin on the surface 20A of the concrete outer tank 20 so that a shielding layer 6 is formed in advance. Then, a surface reinforcing material 3 is delivered and a PUF 2 is injected and foamed between the surface reinforcing material 3 and the shielding layer 6. Thus, a heat-insulating layer 4 having the surface reinforcing material is automatically and continuously constructed on a surface of the shielding layer 6.
