PROBLEM TO BE SOLVED: To provide a pneumatic tire capable of easily obtaining the predetermined rigidity, and a manufacturing method thereof. SOLUTION: Slender rectangular ply sheets 14A are affixed to a core 32 formed in an inflate shape in advance in the direction orthogonal to the circumferential direction. A plurality of fiber cords are arrayed along the longitudinal direction and the transverse direction in the ply sheets 14A, and the strength thereof can be adjusted by adjusting the arrangement pitch. The desired rigidity of the manufactured pneumatic tire can be ensured by affixing the ply sheets 14A with the adjusted arrangement pitch to the core 32.
