The invention relates to a method for initiative setting up the call by the service control point in the mobile intelligent network. When the call is initiatively set up at the network side, the service control function (SSF) in the intelligent network set up the call to the called party in accordance whit the objective address provide by the service control function (SSF), at the same time, SSF configure the request of the event detecting point, monitor the answering and the process of the event occurrence, SCF is responsible for processing the call. The settings of the mobile intelligent network include: service creation environment (SCE), service management system (SMS), service control point (SCP), service switching point (SSP) and some intelligent peripheral (IP); in the method the initiate call attempt is added between the SCP and the SSP to achieve the process of initiative setting up the call at the network side, this attempt use the expanded protocol to communicate. The invention improve the efficiency of the SCP and the SSP, and provide many kinds of service function in the mobile intelligent network such as telephone payment service and telephone wake-up service.
