PROBLEM TO BE SOLVED: To effectively and inexpensively provide a combustion and neutralization method which suppresses synthesis of dioxins produced during an incineration processing although dioxins being a deadly poison aromatic organic chlorine compound are contained in incineration ash and incinerated flying ash produced with the incineration processing for a substance to be wasted. SOLUTION: A turning flow (whirl-wind flow) is formed in an incinerator, and the characteristic of drawing any substance existent outside the turning flow providing the aforementioned characteristic to a center axis of the turning flow is satisfactorily utilized to keep the outside of the turning flow at 850 deg.C or higher and henceforth continue stable combustion. Hereby, the energy of the turning flow, i.e., the temperature of the turning flow along the center axis of the same can be kept at 130 deg.C or higher, and the residence time of combustion gas in the furnace is greatly prolonged. Thus, an improvement of the effect of a neutralization reaction for acidic gas, e.g. hydrogen chloride produced by the combustion and the complete combustion of a substance to be incinerated are ensured with ease, whereby synthesis of dioxins can be suppressed, and further the construction/repairing cost and the running cost are sharply reduced.
