PROBLEM TO BE SOLVED: To provide an electromagnetic wave absorbing panel being easy to install on a wall surface and reducing the fear that a fire spreads to an electromagnetic wave absorber even if a fire occurs around it in a traffic accident or the like. SOLUTION: The electromagnetic wave absorbing panel has a back plate 1 so that even if the electromagnetic wave absorber is low in rigidity, the panel can retain its shape and is easy to install on a wall surface. The electromagnetic wave absorber is wrapped by both an incombustible back plate provided at least on the back of the electromagnetic wave absorber and an electromagnetic- wave-permeable, incombustible sheet-shaped cover 2a provided at least on the front face of the electromagnetic wave absorber, so that absorption of electromagnetic waves by the electromagnetic wave absorber is not hindered, and so that even if a fire spreads to the electromagnetic wave absorbing panel, the fire is shut off by the incombustible sheet-shaped cover. Thus, even if the electromagnetic wave absorber is made of a combustible material, the spread of a fire to the electromagnetic wave absorber can be prevented.
