PROBLEM TO BE SOLVED: To accurately measure recovering time of a data transmission system even in opposed measurement. SOLUTION: A data forming part 24 inserts the switching time t (c) stored in a switching time storage means 23 and a sequence number Ns generated inside when outputting data by switching an output rate of frame data to the data transmission system 1 of a measuring object to a second rate R2 by indication of a switching indicating means 22. On the receiving side, a switching time extracting means 31 extracts the switching time t (c) from the frame data received by a data receiving part 30, a number extracting means 32 extracts the sequence number Ns, and investigates the continuity, a determining means 33 determines whether or not the data transmission system 1 is recovered, and a recovering time detecting means 34 detects the recovering time Tr on the basis of a difference between the time determined as recovery and the switching time t (c) extracted from the frame data. |
