PROBLEM TO BE SOLVED: To surely expand the cover of a booklet. SOLUTION: In cover bulging treatment, a booklet conveyance member 7 is driven by a first actuator to move a part held between the booklet conveyance members 7 and 8 of the booklet 3 toward a turning roller 11 to bulge the cover 3a of the booklet 3 in the cover turning-up direction, and the turning roller 11 is rotated in the cover turning direction by a second actuator so that the cover 3a of the booklet 3 is further bulged in the cover turning-up direction. In this way, the cover 3a of the booklet 3 can be surely bulged.
