PROBLEM TO BE SOLVED: To provide a thermally developable photosensitive material used for a medical image or for photomechanical engraving and having such high sensitivity as to shorten thermal development time, low fog and good raw stock preservability and to provide an image forming method using the material. SOLUTION: In the thermally developable photosensitive material containing at least one photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent for silver ions and a binder on one face of a support, (a) at least one specified polyhalogen compound and (b) at least one specified reducing compound are contained.
