PROBLEM TO BE SOLVED: To make effective use of packed tar, which is usually disposed of after the construction work of applying the tar in the form of lines; eliminate the need for conventional storage cartridges; utilize the packed tar in reinforcing the surface of the road while reducing the rate of pollution resulting from the tar clinging to people; and to make working efficiency much higher than before by achieving immediate construction properties. SOLUTION: The tar 1 and the packed tar 2 are inserted into a slanted case 3 and exposed at the position of an anti-drop plate 4, and the hot flow of the tar whose exposed surfaces are controlled by a hot flow control plate 8 is applied to a slanted molten surface 11 through a hot-flow space 6 to melt the tar and the packed tar at the same time. The tar and the packed tar are then forced down, admixed, and discharged onto the surface of the road, and a difference in specific gravity between the pack and the tar in the grounded molten mixture is utilized to cause the components of the pack to concentrate on a joint, with the help of the action of a blade 21 which skews on the road surface to collect the flow to the center.
