PROBLEM TO BE SOLVED: To provide a reflection plate without nonuniformity in displaying. SOLUTION: A metal layer 12 composed of silver is deposited on a substrate 11 by a sputtering method and subsequently fine protrusions and recessions are formed on a surface of the metal layer 12 by applying an electric field 13 in the film thickness direction of the metal layer 12. Alternatively, an insulating film 22 is formed on a substrate 21, a metal layer 23 is deposited on the insulating film 22 and subsequently fine protrusions and recessions are formed on the surface of the metal layer 23 by heating the metal layer 23.
