PROBLEM TO BE SOLVED: To provide an exhaust muffler in which glass wool can be easily filled at a uniform wool density between an inner tube and an ovally cylindrical outer tube with a protective layer. SOLUTION: In this exhaust muffler, the glass wool 33 is filled between the inner tube 32 having a number of pores in a side surface and an outer tube 31 covering the outer circumference of the inner tube 32. The inner tube 32 is formed in an ovally cylindrical form having a roughly uniform interval to the ovally cylindrical form of the outer tube 31. The protective layer 35 is formed on the outer side of the inner tube 32, and the glass wool 33 is filled on the outer side of the protective layer 35.
