PROBLEM TO BE SOLVED: To provide a substrate for optical parts suitable for being used at high speed and a method for manufacturing the substrate, and to provide an optical module which is sophisticated with the substrate. SOLUTION: The substrate for mounting optical parts is provided with a sub substrate 11 for disposing an optical semiconductor element 22 and an optical element 21, which is optically connected to the optical semiconductor element 22, and a base substrate 12 which is disposed under the sub substrate 11 and has a dielectric constant smaller than that of the sub substrate 11 and a area larger than that of the sub substrate 11, and a conductive body pattern 16 for energizing the optical semiconductor element 22 is formed continuously on the sub substrate 11 and the base substrate 12. The optical module is constituted so that the optical semiconductor element 22, the optical element 21 which is optically connected to the semiconductor element 22 and an electronic component 23 are disposed on the substrate for mounting optical components.
