PROBLEM TO BE SOLVED: To solve the problem of there being no technical means for observing the state of deterioration of an optical instrument located in space, while a strain or the like is supposed to proceed according to the deterioration in the optical instrument, such as a reflecting mirror mounted on an artificial satellite in the space. SOLUTION: It is noticed that range-finding residual errors accompanying to laser range-finding for the artificial satellite exist and that they cannot be observed, when the reflecting mirror is deteriorated. Two kinds or more of the optical instruments such as reverse reflecting mirrors different in the progress of the deterioration are mounted separatedly in a control area and a measuring area. Such a mounting method is adopted to capture as a control the reflecting mirror of which the progress of deterioration is slow, the laser range- finding is carried out with time, and changes in frequencies before and after the deterioration of the reflecting mirror are observed thereby in a fixed spin rate condition, so as to observe and measure the condition of the deterioration progress.
