PROBLEM TO BE SOLVED: To provide a foil electrode for measuring a partial discharge which eliminates danger that a worker who is mounting the partial discharge measuring electrode to an insulated connection may be electrically shocked, if a surge voltage enters a line power cable line. SOLUTION: The foil electrode for measuring the partial discharge is wound around a connection of a power cable line to inject a calibration pulse or detect a signal, thereby measuring the partial discharge of the cable line. The foil electrode is characterized in that it is provided with a sheet-like foil electrode part 1A having a copper foil electrode 3A covered with an insulation enclosure 5A, a measuring insulated lead wire 7A and a grounding insulated lead wire 7B connected to the foil electrode part 1A through the insulation enclosure 5A, and insulated terminals 11A easily removable from associated terminals are attached to the lead wires 7A, 7B.
