PROBLEM TO BE SOLVED: To facilitate operation for easy flow rate control. SOLUTION: This flow passage shut-off device carries out flow rate control and a shutoff in a flow passage 1 for sewage, agricultural water supply, and the like. In the flow passage 1, a plurality of frame bodies 3a crossing the flow passage 1 are arranged in a plurality of levels, and a bag body 7 is housed in the frame body. The bag body 7 freely allowing supply and discharge of pressure fluid shuts off a flow passing face 4 inside the frame body 3a when it is filled with the pressure fluid. In this process, the bag body 7 is brought into pressure contact with the inside face of the frame body 3a by a pressure of the pressure fluid to be surely supported and to surely shut off the flow passing face 4. On the downstream side of the frame body 3a, a grid type rib 5 is arranged for effectively supporting the bag body 7 against a stream flow pressure. When the pressure fluid is discharged from the bag body 7, the bag body 7 is shrunk by the stream flow pressure and the flow passing face 4 is opened to pass water through. According to selection of fluid supply to the respective bag bodies 7, the height of the flow passing face 4 to be shut off can be decided. That is, a flow rate can be controlled.
