PROBLEM TO BE SOLVED: To provide an agent which is used for permanent waves and can comprehensively solve lowering of wave elasticity deterioration, hair moisture lowering, and skin irritation in a good balance. SOLUTION: This agent for permanent waves, comprising the first agent composition containing usually necessary components in a medium consisting mainly of water and the second agent composition containing usually necessary components in a medium consisting mainly of water is characterized in that the first agent composition and/or the second agent composition contain an Avena fatua extract. The agent further preferably contains nicotinic acid or a derivative thereof and a vegetable polypeptide.
