PROBLEM TO BE SOLVED: To promptly produce a tubular blanket for printing at a low cost. SOLUTION: A base sleeve 18 is moved in the arrow 5 direction while being rotated. A radiation curable polymer is spread on the base sleeve 18 by a liquid applicator 30. After that, the spread polymer is cured by using a radiation source 40 to form a compressible layer 16. After that, a printing layer 12 is formed on the cured compressible layer 16 to produce the tubular blanket 10 for printing.
