PROBLEM TO BE SOLVED: To solve such a problem that a cathode with low hydrogen overvoltage obtained by a dispersion electroplating method of electroplating an base material for the electrode, with the use of a plating bath containing nickel in which carbonaceous fine particles are dispersed, causes increase of the hydrogen overvoltage because of slight deterioration in the cathode in an early stage of electrolysis operation, and consequently increase of a driving voltage of the electrolysis and power consumption. SOLUTION: The method for manufacturing the cathode with the low hydrogen overvoltage is characterized by electroplating the base material for the electrode with the use of a nickel plating bath or a plating bath containing nickel as a main metal component, in which oxide of gallium, indium, manganese, tin, or titanium, and carbonaceous fine particles are dispersed, to form a plating layer mainly consisting of nickel on the above base material for the electrode.
