PROBLEM TO BE SOLVED: To provide a rudder face driving device and a rudder face driving system capable of damping a control surface of a gunwale on the rudder face driving device side, in which an electrical system is failed, when the electrical system of the rudder face driving device of any one of gunwales of a vessel body is failed. SOLUTION: This rudder face driving device 300 is provided with a selector valve 356 for communicating a first control valve 351 or a second control valve 352 with cylinder chambers 311a and 311b on the basis of electrical signals Sc and Sd, and a damping valve 357 for selecting a position for communicating the first control valve 351 with the selector valve 356 on the basis of an electrical signal Se different from the electrical signals Sc and Sd and supplied from the electrical system and a position for shutting communication of the first control valve 352 with the selector valve 356 and for communicating both ports 356e and 356f of the selector valve 356 with each other through an orifice 357f.
