PROBLEM TO BE SOLVED: To suppress propagation of anaerobic bacteria in a coolant while minimizing clogging of a nozzle by foreign matter by maintaining water power of the coolant without increasing power consumption of a coolant pump and a jet flow of coolant. SOLUTION: Bubbles charged with negative ion occurring in a negative ion generator is mixed in a coolant in the piping to a coolant nozzle 4 through the medium of an air supply device 10. The mixed bubble abruptly expands in a jet from the nozzle to enhance water power of the coolant.
