A code, selected by a user terminal (A) from a list, is composed of two groups. The first group is common to all codes in the list and the second group is the specific group. The administrative reference is a post code or electronic ticket attributed to the administrative zone associated with the code. <??>Data service proximity accessible by a user from a terminal (A) connected to a telecommunication network. The user searches for data in an administrative zone belonging to set administrative division for a given state. Has an initial stage for establishing (3) a list of codes. Each code being associated in a unique manner to one of the divisions administrative zones. Each code is composed of a group of specific parts for administrative zones such that for each code the elements of the specific group comprise the whole or a part of an administrative reference attributed to an administrative zone associated with the code. <??>For each user access request the following applies: <??>(a) Acquisition by the terminal (A) a set code selected by the user from a code list; translate the set code into a network address corresponding to an interactive data server (M) in proximity to the administrative zone associated with the code; connect the terminal to the network address so as to allow the user to communicate with the server (M).
