PURPOSE: A heat recovering dehumidifier is provided to increase dehumidifying performance and moisture recovering rate. CONSTITUTION: A dehumidifier includes a filter(10) primarily filtering dust in outside air flowing in; a first damper(12) connected with the filter to control wind volume; a first cooling device having a refrigerant circuit part connected with the first damper, introducing, cooling and dehumidifying air whose dust is primarily filtered off by the filter and having refrigerant circulating in refrigerating cycle and a hot gas bypass part branching from the refrigerant circuit part and controlling pressure of collected refrigerant at fixed level; a temperature sensor(14) placed around the first cooling device and sensing surrounding temperature to control operation of the first cooling device; a dehumidifying part(40) connected with the first cooling device to dehumidify outside air and comprising a first dehumidifying rotor(41) removing moisture by surface steam pressing force, a second dehumidifying rotor(42) placed on one side of the first dehumidifying rotor and making surface vapor pressure to initial condition and a third dehumidifying rotor(43) placed on one side of the second dehumidifying rotor and heating using a heater(43a) to make surface vapor pressure higher than surrounding air so as to discharge moisture; a second cooling device connected to a rear side of the first dehumidifying rotor and cooling air dehumidified by the dehumidifying part; a second filter(18) connected to the dehumidifying part to filter introduced outside air; and a second damper(19) connected to the second filter to control wind volume.
