PROBLEM TO BE SOLVED: To prevent air from being mixed up from the vicinity of the upper edge of a flow straightening plate 20 arranged in the upper part of a horizontal underwater mixer 16 without hindering the original water current generating function of the mixer 16 even when the mixer 16 is used at a low water level. SOLUTION: A baffle plate 21 inclined backward and directed downward is arranged in the rear end of the plate 20 of the mixer 16.
