PURPOSE: An AC power electro-luminescence device and a method for fabricating the same are provided to lengthen a lifetime of the electro-luminescence device by increasing luminance and reducing power consumption. CONSTITUTION: A noise shielding layer(20) is formed by mixing capsuled copper or graphite or silver powders with a conductive binder. The noise shielding layer(20) is coated on a lower polymer protection layer(10). A polymer shielding layer(30) is formed on the noise shielding layer(20). A lower electrode layer(40) is formed on the polymer shielding layer(30). The first field polymer layer(50) is formed on the lower electrode layer(40). A dielectric layer(60) is formed on the first electric field polymer layer(50). The second field polymer layer(70) is formed on the dielectric layer(60). A luminant layer(80) is formed on the second field polymer layer(70). An added layer(90) is formed on the luminant layer(80). An upper transparent electrode layer(100) is formed on the added layer(90).
