PROBLEM TO BE SOLVED: To obtain an anion exchanger whose ion selective permeability is high and whose specific resistance is low. SOLUTION: The anion exchanger consists of a polymer obtained by reaction of an amine with the haloalkyl group of a specified aromatic polysulfone-based polymer containing a repetitive unit having a biphenylene group which has at least one haloalkyl group substituted at the hydrogen position bound to the biphenylene group. The content of the haloalkyl group in the aromatic polysulfone-based polymer is made to be 1.0-4.0 mmol/g.
