PROBLEM TO BE SOLVED: To provide a method both for the prevention of elution of harmful substances from incineration ash easily without fail and for the increase in the strength of the ash. SOLUTION: This method comprises heating incineration ash 10 to a specified temperature to accelerate the hydration reaction of the calcium contained in the ash 10 with water to solidify the ash 10 to entrap harmful substances contained in the ash 10 for the prevention of their elution from the ash 10 and to increase the strength of the ash 10.
