PURPOSE: A concrete placing method for the foundation of an underwater structure using a sack is provided to reduce construction expenses and to shorten a period of construction. CONSTITUTION: The concrete placing method for the foundation of an underwater structure using a sack comprises the steps of arranging reinforcing bars(2) in a sack(1) and placing concrete(3) inward, then submerging the sacks(1) as many as required, interposing a concrete placing pipe(4), then placing concrete(3a) from the lowermost part, and withdrawing the concrete placing pipe(4) upward.
