PURPOSE: A loading device of an exchange is provided to variably change a cell rate according to size of loaded files and usable cell rates, and to load the files, thereby improving a loading speed of MPs(Main Processors). CONSTITUTION: A disk(110) stores application program files and PLD(Processor Loading Data). An SMP(System Management Processor)(120) is directly connected to the disk(110) by an SCSI(Small Computer Systems Interface) system, and includes an SLH(System Loading Handler)(123) and a cell rate manager(125). The SLH(123) calculates maximum cell rates of each MP(140). The cell rate manager(125) calculates cell rates between the MPs(140) and the SLH(123) to assign the cell rates. The MPs(140) are connected to the SMP(120) through an ATM switch(130), and includes PLHs(Processor Loading Handlers)(145). The PLHs(145) request loading to the SLH(123) of the SMP(120), to receive application program files and PLD from the SMP(120).
