PURPOSE: A method and a device for controlling an access of an arbiter are provided to grant usage right according to a proirity order. CONSTITUTION: The devices(32A-32N) access to the shared resource(31) when an access permission signal is inputted from the arbiter(34) by outputting an access request signal to the arbiter(34). The counters(33B-33N) count a wait time of the corresponding device when the access request signal is outputted from the devices(32A-32N). If the device over the maximum wait time exists based on a count value of the counters(33B-33N), the arbiter(34) outputs the access permission signal to the device. If not, the access permission signal is outputted to the device having the highest priority when the access request signal is inputted from many devices at the same time or for the constant time.
